Directors Division - President Candidate

Bobby Graham, Patriot EMS

I am honored to seek a position on the Board of Directors for the Director's Division of the Georgia EMS Association. With over a decade of experience in emergency medical services, I have developed a deep understanding of the challenges and opportunities within our field. I began my career as an EMT-Intermediate, advancing to a Paramedic role where I provided advanced medical and trauma care in urban and suburban settings    I am passionate about workforce development, community involvement, and ensuring the highest standards of care in EMS. As a Board Member, I will bring my experience, dedication, and vision to support the Georgia EMS Association's mission and advocate for the interests of our EMS community.


Robby Hill, Atrium Health Floyd EMS (incumbent)

Being in EMS for 32 years I have seen a lot of changes both good and bad in our industry. My goal is to continue the work the GEMSA Board has established and continue to work for each if you in promoting the success and growth of EMS  in the State of Georgia. I have proudly served as your President in the Director's Division For the past 4 years and Vice President 4 years prior to that. My commitment is to each of you. I am presently the Assistant Director of Atrium Health Floyd EMS and have served at Floyd for 17 years and Bartow County EMS 15 years prior. Thank you for your past support and continued support for me to serve you!

Educators Division - President Candidates

Jeff Adams, Habersham County Emergency Services (incumbent)

Jeff Adams has served as the Director/Chief of Habersham County Emergency Services since May 2022.  He has worked as a paramedic in the public and private sectors in pre-hospital emergency care since 1993.  In 2008, he began teaching EMT and Advanced EMT classes at North Georgia Technical College while continuing his work on an ambulance for Habersham and Banks County.  Jeff is a Paramedic Instructor/Coordinator through the Georgia State Office of EMS.  In 2017, he completed the year long, GEMSA leadership class, sponsored by the Georgia Trauma Commission.  At the age of 50 he returned to complete his college education, achieving an associate degree from the University of North Georgia. In 2018, his bachelor’s degree was awarded from East Georgia State College for Fire and Emergency Services Administration.     Jeff continues to serve on the Region II EMS Advisory Council, the Region II Trauma Advisory Council and as the Region II representative of the Georgia Trauma Commission EMS Sub-Committee.  He was elected and currently serves on the board for the Georgia EMS Association as the Education Division President. In 2021, Jeff obtained the GEMSA EMS Director Certification through GEMSA Leadership Alumni. 

Rich Elliott, Columbia Southern University

Hello everyone, my name is Richard Elliott and I am running for the Educator Division President on the GEMSA board. I have been in EMS in the State of Georgia for more than 30+ years. I have experience in public, private, and in hospital positions serving as a paramedic and as a tech in EDs, and ICUs. I have experience as an educator teaching in college program and in a fire-based agency’s training academy with Clayton County Fire & Emergency Services. I am recently retired from that agency and still serve as an adjunct professor with Columbia Southern University teaching many of the undergraduate courses in their Fire and EMS programs. Lastly, I teach with GEMSA in the cadaver/skills labs.    My education includes an associate in Fire Science, a bachelors in Fire Administration/Fire Investigation, and a master’s degree in Disaster and Emergency Management. My goal as a board member is to work with and represent all providers/educators across the state in making their day-to-day jobs successful and working to make common sense changes within our industry. Medical Directors Division - President Candidate

Spencer Masiewicz, Hall County; Northeast Georgia Health System (incumbent)

I am Dual-board certified in Emergency Medicine and Emergency Medical Services. Currently, I serve as the Region 2 EMS Medical Director, am a voting member of the EMS Medical Directors Advisory Council, and provide medical direction for Hall County Fire Rescue as well as Northeast Georgia Health System.  I would like to continue to push the envelope and advocate for EMS and serve a subsequent term for the GEMSA Board.

Providers Division - President Candidates

Bengie Cowart, Chatham EMS (incumbent)

I am writing to formally announce my candidacy for the position of President of the Providers Division for the GEMSA Board of Directors. It has been my pleasure to serve on the board for the past 11 years.  I am enthusiastic about the opportunity to continue to contribute to the leadership and strategic direction of our organization.  Over the past 37 years, I have dedicated myself to the field of emergency medical services, currently serving as EMS Chief at Chatham EMS. In this role, I have gained comprehensive experience in all aspects of EMS operations, from patient care and clinical protocols to administrative oversight and community outreach. My tenure in EMS has equipped me with the skills, knowledge, and passion necessary to effectively serve on the GEMSA Board of Directors.  One of my significant achievements includes achieving CAAS in 2021and reaccreditation in 2024. This initiative not only enhanced our organization as a whole, but also demonstrated my ability to lead complex projects, work collaboratively with diverse stakeholders, and achieve tangible results. My leadership in this area has been recognized by my peers and has had a lasting positive impact on our organization and the community we serve.  In addition to my professional qualifications, I bring a strong set of personal attributes to the board that I will use to build collaborative environments, build consensus, and foster a positive, inclusive culture. My commitment to continuous improvement and innovation drives me to seek out new ways to enhance the quality and effectiveness of our EMS services.  As a member of the Board of Directors, I would prioritize our efforts in enhancing training programs, increasing community engagement. I believe that by focusing on these areas, we can further strengthen our organization and better serve our community.  I am excited about the opportunity to continue to bring my experience, skills, and vision to the GAEMS Board of Directors. Jon Allen, Cherokee/Pickens/Woodstock/Forsyth Fire

I am an emergency physician from Canton and the medical director for four metro Atlanta-area fire departments. As an EMS physician, I am deeply committed to the advancement of pre-hospital care throughout the state. My primary goals as a board member would be to increase statewide association membership, support the development and refinement of clinical protocols using the latest evidence-based medicine, and continue to enhance the quality and reach of the current educational offerings. By expanding our membership, we can ensure a stronger, more unified voice in advocating for EMS professionals and the communities they serve. Updating and refining clinical guidelines, in collaboration with EMSMDAC and the State Office of EMS and Trauma, with the latest evidence-based practices is essential for improving patient outcomes and maintaining the highest standards of care. Additionally, by continuously improving our educational offerings, we can equip our members with the latest knowledge and skills needed to excel in their critical roles. I am excited about the opportunity to contribute to the ongoing growth and success of GEMSA.

John Clemmons, Greene County EMS

I have been blessed to have an awesome career in EMS. I am a second-generation paramedic and started in Wilkes County under the leadership of Blake Thompson and my dad. I have had and still have awesome role models and mentors over the course of my career. Without the awesome influence of these selfless people our profession would be at a loss. I started at an early age and 20 years later can’t wait to get to work every day! I love rural medicine and I am truly blessed to have been able to become the EMS Director at Greene County EMS after starting at the bottom. I am currently enrolled in the Leadership program and want to give back to the profession that has given me so much! I have served as a first responder, EMT, paramedic and instructor and I would love to continue to serve the EMS family as a board member. Nothing would make me happier than to improve EMS through training, mentorship and speaking up for all EMS professionals.  

Brian Donaldson, Peach County

I started in 1980 as an ambulance driver. By 1982 I was an EMT-A, later an EMT-I, and attended paramedic school at Creighton University in 1985. Since, I completed the Ambulance Service Management Program, obtained Critical Care Paramedic, and completed a degree in Emergency Services Management. I have been active on the clinical, educational, and leadership teams on volunteer and career services of all models, and have worked ground and rotor wing. My career has taken me to Iowa, Colorado, Nebraska, Wisconsin, and Georgia.     I have served on many local and state commissions, task forces, and boards. In 2006 I was appointed by the Colorado Governor to the State Emergency and Trauma Services Advisory Council (SEMTAC). While on SEMTAC, I co-chaired their Ground Ambulance Safety sub-committee and served on their Formulary Task Force. In 2018 I was elected to the Wisconsin EMS Association Board of Directors. While President of that association, we leveraged our alliances to obtain significantly enhanced funding from the State. I have also served on many community and technical college paramedic program advisory boards and continue to serve today.     I ask for your vote to put my experience to work on the GEMSA Board. Tim George, Smyrna Fire Department

Starting in 1990 with Dekalb County EMS and moving on to Gwinnett County Fire & Emergency Services as well as Walton County EMS and Children's Healthcare of Atlanta I have had the privilege to serve alongside some incredible caregivers and mentors. Wow how time has flow by, the shifts might seem long but the years are short so y'all dont blink. Nearly 35 years later I am now the EMS Director for the Smyrna Fire Department in Cobb County and soon to be a GEMSA Leadership Alumni. I would be honored if I could spend the last decade of my career giving back to the profession that has given me so much. I cannot think of a better way to give back than to be given the chance to be a GEMSA Board Member. Thanks for considering me!

Karen Grabenstein, Community Health Systems (incumbent)

Currently, I hold the position of Corporate Director of EMS Relations for Community Health Systems. In this role, I spearhead and contribute to initiatives that not only foster positive outcomes but also provide significant value to the prehospital healthcare industry.    Beyond my practical experiences, I have also dedicated myself to academic endeavors, serving as an EMS Administration Professor at Columbia Southern University. My commitment to advancing the EMS field is further evidenced by my contributions to EMS publications.    I hold a Doctor of Business Administration and a MBA from Columbia Southern University. As a member of the Emergency Medical Services Advisory Council (EMSAC) and a certified EMS Director through GEMSA, I am deeply committed to the advancement of the EMS profession. My extensive professional background, coupled with my academic achievements, positions me well to contribute effectively to the Georgia EMS Association. I seek to leverage my leadership skills, strategic planning capabilities, and community involvement to further the mission and objectives of the association.    I am eager to continue serving the members of GEMSA and the broader community. I respectfully seek your support in electing me so that I may contribute my expertise and passion for the betterment of EMS. 

Michael Green, Metro Atlanta Ambulance Service

I started my EMS career in 2008 and have been with Clark and Metro Atlanta Ambulance Service since then.  I received my paramedic license in Sept 2011.  With Metro I have been an FTO and currently I am a shift supervisor for the Paulding Division.  I feel like I am ready to work towards the future of EMS.  We have come along way but we also have a long way to go.  I think with a little effort on everyone's part we can become a well respected division of healthcare.  I also feel a strong need to give back to the profession and the community.  I am in a place in my life and career where I feel I have the time it will take to fill one of the board positions.  I am ready to a part of the other side of EMS.

Lance Hansard, Central EMS

Lance Hansard is a Paramedic with more than 30 years of experience in the Emergency Services field both as Management and as a Provider. Lance is currently the Director of Communications at Central EMS and has also served as a Station and HQ Captain, Commander, Assistant Operations Manager, and Division Chief for 911 Operations during his 15-year tenure. Lance also has 11 years in the fire service as part of his resume.    Lance has made a career of serving others, and it is now time to serve his fellow peers as he continues his journey. Lance was part of the 2021 GEMSA Leadership Training Course where he received the inaugural Superior Servant Leadership Award. It is time to give back to the organization that has given him so much. Lance would be honored to have the privilege to serve in this capacity for the Georgia EMS Association. 

Kevin Locke, Barrow County Fire Department

Dear Members of the GEMSA Nominations Committee,  I am writing to express my interest in the Board At-Large position with the Georgia Emergency Medical Services Association (GEMSA). With over 30 years of experience as a Paramedic and my current role as Captain of EMS for Barrow County Fire Department, I am confident in my ability to contribute effectively to the mission and goals of GEMSA.  Throughout my career, I have demonstrated a commitment to excellence in emergency medical services. My experience includes teaching ACLS, PALS, BLS, and conducting Skills Labs and Axioms of Leadership training. These roles have provided me with a comprehensive understanding of both the clinical and leadership aspects of EMS, which I believe are essential for the growth and development of our field.  In addition to my teaching responsibilities, I actively participate in regional EMS governance. I currently serve on the Region 10 Council and the Region 10 Directors Council, where I collaborate with other leaders to improve EMS standards and practices in our region. These positions have equipped me with valuable insights into the challenges and opportunities facing EMS providers in Georgia, as well as the ability to advocate for policies that enhance our profession.  My dedication to EMS is driven by a desire to ensure the highest quality of care for our patients and the professional growth of our EMS personnel. Serving on the GEMSA Board At-Large would allow me to leverage my experience and skills to support GEMSA's initiatives, promote continuing education, and advocate for the interests of EMS professionals across the state.  I am eager to bring my passion, experience, and leadership skills to the GEMSA Board At-Large position. I am committed to working collaboratively with my fellow board members to achieve our common goals and advance the field of EMS in Georgia.  Thank you for considering my application. Chris Mobley, Greene County EMS

I've worked in the 911 setting since 2013. I started volunteering with Oconee County Fire Rescue, and working with National EMS in Athens. I've worked part time with Jackson county, Oglethorpe county, and still volunteer with Oconee Fire. I am a very passionate paramedic, I love my job and my craft. I've dedicated my life to making myself and those around me better, both professionally and personally. I have a passion for continuing education, and I want to do all I can to help EMS grow in our state. Being a Board Member will give me the chance to help make a difference on a broader scale, and I would consider it an honor to be able to serve!

Jesse Simmons, United States Army

Having worked as a paramedic from Savannah, Forsyth, and Columbus I have experienced and seen almost every aspect of paramedic life in Georgia. I have worked with private services, fire-department based services, and even as a State of Georgia employee. My time in the Army as a paramedic has also given me a unique perspective on what it means to be a trauma specialist as well as the first-in-line medical professional. Working as a medic in the trauma center in Columbus has also given me insight into the ER’s perspective on EMS which adds valuable information to my toolbelt. I have a master’s degree in public administration of healthcare and am currently writing my dissertation for my PhD covering the topic of paramedic mental health. Between my education and life experiences, I believe this gives me a unique perspective on providing insight, motivation, and direction for the emergency medical services in Georgia. Youth and vigor are something the EMS organizations could use in their administration, and I would bring just that. I would be honored to serve the men and women of EMS in Georgia and would relish the opportunity to do so.

Jamarius Tate, Columbia County Fire Rescue (incumbent)

Jamarius is an eager public servant who has served in various communities as a full-time local firefighter and paramedic for the past thirteen years. He has had a passion for the job since age 15 where he started his career path as a junior cadet firefighter. The desire to grow and become more of an asset to the people extended past daily duties and became a willingness to instruct. If anyone has ever seen or talked with him they know he has a contagious smile and positive attitude. Currently, he is the Program Director for Columbia County Fire Rescue's initial education programs. At Columbia County Fire Rescue he holds the rank of District Captain. He sits on the board for LAUNCH Augusta, which is a non-profit organization that exposes underprivileged kids to several job opportunities and skills in the healthcare realm. He is also an active instructor with all GEMSA-sponsored trauma skills labs. His passion for teaching grew as he joined the Rescue Redefined team and assisted their cause in redefining extrication techniques with patient care in mind across the state of Georgia. His personal traits have evolved greatly from experiencing the Axioms of Leadership Program. As a graduate of Class 8 of the GEMSA Leadership Program, he strives to not only better himself, but any other individual he is able to influence. Jamarius is currently a member of the Executive Committee for the Georgia EMS Leadership Alumni as an At-Large Board Member. He is also an active At-Large Board Member of the Georgia EMS Association. Jamarius is also a member of REMSAC as the Chair of the Education and Training Committee for Region 6. He is also a very active member of Region 6's RTAC. He is currently the Chair of Education and Training subcommittee for RTAC 6. Jamarius has an Associates of Applied Science in Fire Science from West Georgia Technical College and currently pursuing a Bachelor's of Applied Science in EMS Administration at Columbia Southern University. Jamarius believes the distribution of quality education and building relationships is the key to improving regional representation. This is why, Jamarius is, again, pursuing a position on the GEMSA Board.
